According to Qoennon, a European Blizzard Community Manager, most interpretations of this stat are wrong due to the confusing and misleading nature at which it's calculated and labeled. The stat only represents the number of public games your character can join that have less than 4 players in it. So as you level up and switch back and forth between characters, the variables change resulting in potentially sharp differences on the counter. This means the counter is handy in seeing how many players are ready and willing to play with you in a public game, but useless as an accurate gauge of the game's health.
I think it's hard to argue that Diablo III hasn't lost players, like most games do in the months following release, but perhaps it's not as dire as people think. Wouldn't it be nice to have more fleshed out stats like Battle.net 1.0?
